Apple Developer Enrollment: Common Issues

A quick guide to navigating Apple Developer enrollment hurdles, from entity verification and D-U-N-S issues to payment processing and device requirements.

Enrollment Without an iOS Device

📌The Challenge:  You don’t own an iPhone or Mac, but Apple requires one for Two-Factor Authentication (2FA) during the initial setup.

💡 Solution: You only need an Apple device for the initial setup of your Apple Account and 2FA.

    • Borrow a device: You can temporarily use a friend’s or colleague’s iPhone/iPad to sign in and enable 2FA.
    • Set up a Trusted Number: During setup, add your own mobile number (even if it’s an Android device) as a "Trusted Phone Number."
    • Ongoing Access: Once 2FA is active, you can log in via a web browser on any OS. The verification code will be sent to your Android phone via SMS, meaning you no longer need the physical Apple device.

Enrolled as an Individual vs Organization

📌The Challenge: You enrolled as an "Individual/Sole Proprietor," but your business requires a team-based account.

Why this matters:

A Sole Proprietor Developer account would not be able to add 'team members' to the account and we need to be added as 'Admin' so we can build and submit your apps for you.

An Organizational Developer account allows access to the development tools that we need for building and submitting their apps on their behalf.

🎯Next Steps: If you mistakenly enrolled as an Individual, you must contact Apple Support to request a conversion to an Organizational account. We cannot submit apps for you until this conversion is complete.


D-U-N-S Profile & Database Mismatches

📌The Challenge: You see an error stating: "This organization could not be verified as a legal entity" or the name does not match Apple’s database.

Common Causes:

  • Address Change: Your business moved, but D&B or Apple still has your old address on file.
  • Entity Change: You transitioned from a Sole Proprietorship to an LLC, but the D-U-N-S record wasn't updated.

💡Solution: Click "Update your D&B Profile" within the enrollment portal. Ensure your information exactly matches your official legal documents. Note that updates can take up to 5 business days to sync with Apple.

"Cannot Create an Apple ID at This Time."

📌The Challenge: You see an error stating: "Cannot Create an Apple ID at This Time." when creating a new Apple ID.

💡Recommended Fixes:

  • 👍 Best Option: Try using a different device to create a new apple dev Account.  If you are doing enrollment via a Mac or PC, try creating an account on a mobile device.
  • Use iCloud: Creating an Apple ID via iCloud instead: go to https://www.icloud.com/
  • Check Network: Disable VPNs or proxies that might flag your IP address.
  • Verify Info: Ensure your name, region, and billing information are 100% accurate.

Payment & Membership Purchase Failures

📌The Challenge: Apple refuses your credit card or flags the transaction as fraudulent.

💡The Solution: Apple often flags web-based purchases for new accounts. The most successful workaround we've seen is to download the Apple Developer App from the App Store and complete the enrollment and membership purchase directly through the app.

Required Verification Documents

📌The Challenge: Knowing which legal papers to prepare for Apple's review.

💡 Apple typically looks for a combination of personal and business verification. You should provide as many as possible from Group 1 and at least one from Group 2:

Group 1 (Identity & Employment) Group 2 (Legal Entity)
Applicant’s government-issued photo ID Articles of Incorporation
Applicant’s Business card or employee badge Business License / Certificate of Formation
Applicant’s Employment Verification Letter Operating Agreement
Business Registration Docs Notarized Partnership Papers

"Sorry, you can’t enroll at this time."

📌 The Challenge: The error "Your Apple Account is already associated with the Account Holder of a membership." usually appears when your Apple Account is already linked to an existing membership.


💡What to do:

  1. Check Status: This often means you are already enrolled. Log in to Apple Developer to verify.
  2. Add Prompt Engage as Admin: If you are the Account Holder, you can proceed to the final step of adding our team as an Admin.
  3. Check Membership Expiration: If the account is active but you still see errors, check if your annual membership has expired and needs renewal.
